Test & Evaluation Engineer

This Lead Test and Evaluation Engineer (LTEE) position supports the Boeing Test & Evaluation (BT&E) Verification and Validation activities at Boeing Defense, Space, & Security Satellite Systems by:


  • Establishing a consolidated life cycle test strategy by
  • Leading and owning the development of the integrated test strategy, test architecture and test methodology process and governance.
  • ensuring end to end, integrated test programs
  • Synthesizing integration and test flows.
  • Taking ownership of test strategy implementation by
  • Assisting in developing Integration, Verification and Validation Planning standards (SITP, MVVP, or equivalents)
  • Assisting in developing standardized Verification and Validation approaches and associated requirements.
  • Leading the development of test architecture by
  • Identifying unnecessary complexity and risks to integration and test execution.
  • Determining design, functional and performance testability criteria.
  • Assisting in program trade studies; affordability efforts; model and simulation activities.
  • Reviewing requirements from a T&E perspective as they are developed.
  • Performing SE from a T&E perspective.
  • T&E Risk Management.
  • Translating and synthesizing Test As You Fly/Operate Philosophy into test programs.
  • Leveraging best practices and technology from across the enterprise and/or from industry.
  • Defining and flowing program test requirements.
  • Facilitating cross domain knowledge by
  • Facilitating cross domain knowledge and cross function collaboration.
  • Coordinating Lead V&V Engineers across programs on processes, standards, quality, fidelity, etc.
  • Understanding various disciplines within scope of test.
  • Maintaining visibility and governance for Enterprise test development by
  • Assisting in enterprise and program trade studies; affordability efforts; model and simulation activities.
  • Developing and maintaining Master Test Plan standards.
  • Developing BT&E Technology Roadmap.
  • Defining and implementing test standards, quality, metrics, performance.
  • Participating as the core member for Mission Assurance, IRTs, Non-Advocate Reviews, etc.; and supporting enterprise PCAB/CAPA.
  • Ensuring consistency throughout life of program by
  • Maintaining visibility and governance into test development on programs.
  • Developing and maintaining Test Requirements Documents (TRD) or equivalent documents on programs; and participating as the core member at Technical, Gate Reviews, Leads others in the development of standard test methods and processes and applies advanced test technologies to create or improve test methods, including the use of emerging technologies. Writes invention disclosures to protect Boeing Intellectual Property. Prepares Research and Development (R&D) proposals and presents to management and customer. Applies emerging technologies to develop test procedures. Reviews critical procedures to identify potential problems and resolve issues. Develops innovative or advanced test techniques, processes, methods, or concepts and links to business planning strategy. Oversees the integration of new test techniques into test hardware/system designs. Analyzes processes for potential improvements and recommends associated changes through the use of metrics. Develops the standard policies for post-test activity. Resolves or oversees resolution of special test procedures. Provides guidance on investigation of complex test anomalies.
  • Works with the enterprise test and engineering group to standardize evaluation techniques. Consults on complex issues related to off-nominal test data. Formulates expectations for test data for new or unique tests. Designs research and develops highly advanced methods, processes and procedures that advance the test. Trains, coaches and mentors others. Works under consultative direction and independently as required.

  • Work Standards - Sets high standards of performance for self and others; assumes responsibility and accountability for successfully completing assignments or tasks; self-imposes standards of excellence rather than having standards imposed.
  • Engineering Tests Techniques - Knowledge of engineering tests techniques, including handling qualities, performance, systems testing, structural loads, weapons separation, propulsion, etc.
  • Top-Level (TPD) - Knowledge of test program design (TPD) of Systems (aircraft, satellite, etc.), System of Systems, and product (e.g. key tenants of a test program during the program life cycle) and the process of establishing and integrating the TPD within the program master phasing plan via various program and test program review. Generic understanding of various test categories (Environmental, Structural, Mechanical, Aerodynamics, Electrical, software). This knowledge includes high-level test SOW (test plans), resources (people, skills, facilities, equipment), sequencing and estimating. Ability to identify the (existing or missing) test processes required to effect a test program based on the unique contracting and teaming relationships that exist on a program.
  • Veh Sys & Subcomponent Test - Knowledge across a wide range of engineering disciplines (e.g. structural design, mechanical design, electrical design, aerodynamics, stress analysis, weight and balance, durability, dynamics, fluid power systems, propulsion/fuel systems, acoustics, material properties, fracture mechanics, environmental conditioning, control theory, and test instrumentation). Knowledge of domestic and international regulations (e.g. FAA, DOD, and NASA regulations) on the certification of test articles/vehicles to assure compliance of design. Utilize the above knowledge and Boeing/Industry standards to design, set up and execute tests (e.g. structural, noise, mechanical, electrical, environmental, and materials on systems, vehicles and subcomponents).

This position requires an active Current SSB/Special Programs Access U.S. Security Clearance. (A U.S. Security Clearance that has been active in the past 24 months is considered active.)

Basic Qualifications (Required Skills/Experience):

Bachelor's Degree or higher is required.
Experience as a Test Conductor, Test Director and Lead Verification Engineer.
Experience developing technology road maps.
Experience in verification and validation planning.
Experience in test and evaluation engineering.
Experience in developing and managing metrics and RCCA.
Typical Education/Experience:

Degree and typical experience in engineering classification:

Bachelor's 14 or more years' experience, Master's with 12 or more years' experience or PhD with 9 or more years' experience. Bachelor, Master or Doctorate of Science degree from an accredited course of study, in engineering, computer science, mathematics, physics or chemistry. ABET is the preferred, although not required, accreditation standard.
